I do not like the idea of giving bonuses to people for only mediocre performance though. You’d have to raise the bar before I would even consider putting that in an amendment. I’m not sure that you need anything more than a 3/5 vote to override though. That is a high enough bar that you couldn’t really do it without bipartisan support. I don’t really see how a balanced budget amendment returns power to the states though, other than a potentially more stable currency.
